Because nothing dried in between. Freezing does not remove water, it suspends it. The material stays wet through the whole cold season, and when temperatures come back up you get the moisture that was already there plus whatever breakup adds. The damage accumulated the entire time.
Does low annual rainfall mean low moisture risk here?
No, because the relevant number is drying capacity, not rainfall. Twenty-two inches falling on ground that spends half the year frozen behaves very differently from the same total in a climate that dries between events. The water has fewer chances to leave than it does to accumulate.
What makes breakup different from ordinary spring rain elsewhere?
The ground is still frozen underneath while the surface releases. Meltwater cannot infiltrate, so it runs laterally on top of a frozen layer, finds the foundation, and arrives all at once rather than spread across a season. It is a volume-and-timing problem more than a rainfall problem.
