Why are there so few basements here?
Because the water table makes them impractical. On low coastal plain the groundwater sits close to the surface, so an excavated basement would spend much of the year below it. The building tradition adapted to the hydrology, which is why crawlspaces and slabs dominate instead.
The crawlspace has a vapor barrier and is still humid. What is missing?
Usually air control and sometimes drainage. A ground barrier stops evaporation from the soil but does nothing about humid outside air entering through vents and condensing on cooler surfaces. Sealing the space and dehumidifying it addresses the source the barrier cannot.
Do tropical systems reach this far up the bay?
