Is the river or the rain the reason a waterfront crawlspace stays wet?
Both, and they do not take turns. The Snohomish and the tide set a high water table every day; November rain then adds to soil that had no spare capacity. A dry week in February does not lower the river. The crawlspace is sitting in a delta, not in a climate chart.
Hillside houses inland look fine. Why is the delta different?
Gradient and silt. A hillside lot sheds and then dries from below as water leaves. Delta silt has no below. Water sits, and a five-month wet season never gives the assembly a full reset. Same region, different landform, different job.
A 1981 crawlspace. Was a vapor barrier standard?
Not reliably, and on this silt its absence is expensive. Ground that never dries will keep putting moisture into joists all winter. A continuous barrier and working vents are doing work the climate will not do from November to April.
