Because elevation matters more than latitude here. At around seven thousand feet the winter delivers a substantial snowpack, and meltwater arriving over ground that is still frozen underneath cannot infiltrate. It runs across the surface toward whatever is downhill, which is a very different problem from desert flash flooding.
Do cinder soils drain well?
Where the cinder layer is deep, extremely well. The complication is that it is not uniform, and beneath it there can be much tighter material or rock. Drainage can be excellent in one part of a lot and effectively absent a short distance away, which makes site-specific observation worth more than a general rule.
