Not as river. The hill is a cut in till and rock, and March cells wet the uphill wall. The confluence is the terrace. Treating a hill cellar like a Parade cellar will have you waiting on a tide that never reaches that grade.
The mill at the falls is quiet. Why is the race still wet?
The gorge still drops the Yantic through it. Fill over that race holds March water and feeds the cellars packed against the rock. The mill can be a museum. The hydrology is not, and a dry roof on a falls-side street will not change that.
