Sand drains until the table is already in it. On this coastal-plain sheet the water table sits high through the summer, so June has nowhere to go but sideways under a slab. A perc test in a dry March will not show that. Watch the swale in June; that is the real test.
The fort ditches are off the lot. Are they still involved?
As the regional drain, yes. Those ditches were sized for range, and a city of roofs now pulses them. When June fills them the overflow finds the next swale, which is now a garage floor. Distance to the ditch is a poor predictor of which pad ponds.
