It is a shared one. On a stepped hillside every roof and yard is a catchment for the lot below, so a downspout that terminates at the uphill property line is discharging onto your foundation whether anyone intended it. Extending or collecting that discharge is usually cheaper than arguing about whose water it was.
Why is this slope so much wetter than the city toward the south shore?
Orographic lift. The Koolau face forces the trades up, cools them, and wrings out rain that never reaches the leeward plain. A gauge a few miles apart can differ by tens of inches a year, which is why a building here is designed against a different year than one on the dry side.
Half the slab sits on fill. Does that matter years later?
