Because till releases slowly. Water infiltrates gradually and takes time to build pressure at the wall, so the peak load arrives well after the rain has stopped. It is a common pattern on tight soils and it misleads people into looking for a cause other than groundwater.
Does old agricultural tile under the neighborhood matter?
It can. Much of this landscape was drained with tile before it was built on, and some of that system still functions while some was cut during construction. Where it works it helps, where it was severed it can concentrate water, and almost nowhere is it documented.
Flat ground sounds easier. Is it?
It is harder for drainage. Without gradient nothing moves by itself, so water leaves only as fast as the constructed system carries it. Grading around a foundation matters far more here than in rolling terrain that sheds water without anyone designing it to.
