The house is new. Why would grading from 2000 already be a problem?
Because the desert does not care when the house was built. A pad that was fine in a dry year ponds the first time a monsoon cell sits over the block, and stucco at slab level wicks from that pond. New stock fails from splash and poor drainage more often than from age.
We are nowhere near an arroyo. Are we clear of the monsoon?
Clear of the channel, not of the water. The mesa sheds toward those arroyos, so a lot between the high ground and one of them is on the path. Being off the bank means you are not in the floodway; it does not mean the sheet flow is going somewhere else.
Should stucco start above the slab here?
It should. Monsoon splash and pad ponding wet the bottom inches of a wall, and paper-backed stucco at slab level takes that water in. A few inches of clearance and a working slope away from the pad prevent most of the wetting that age and rainfall volume would suggest is inevitable.
