Because almost none of the relevant water falls in the valley. Snowpack at elevation releases over weeks and lifts the water table beneath the city, so a basement can take water during a month with essentially no rainfall. The gauge measures the weather, not the hydrology.
What is a debris flow and how is it different from a flood?
A flood is water carrying some sediment; a debris flow is closer to moving concrete — a dense mix of soil, rock and water coming out of a canyon. It behaves and damages differently, and it follows the same fan paths that make the ground below canyons attractive to build on.
