Can a rubble foundation actually be dried out?
The soil around it can be, the stones themselves less so. Rubble and lime mortar were built to breathe. Coating the inside traps water in the wall and speeds the mortar's decay. Keeping gutters and grade working, then managing humidity in the room, is the realistic path on this stock.
The house is a street above the river. Is the terrace still in play?
For groundwater, sometimes. The mill fill and the old raceways sit under more of the downtown than the riverbank itself. A mid-slope house is safer from overbank flow and not automatically safer from the water the terrace still holds.
