Yes. September puts water in the silt and then the ground locks, so that moisture is trapped against wood and concrete until breakup. The annual total is small; the season it cannot leave is long. A wet crawlspace in January is often September's rain, still there.
The house is on the bluff above the inlet. Is that the safe side of town?
Safer from inundation, not from movement. The bluff face freeze-thaws all winter, and a footing near that face is on ground that is working. Elevation answers the flood question and trades it for a heave question, which is the one that actually moves a 1983 crawlspace post.
Posts in the crawlspace seem to have lifted. Replace them?
Find out how deep they are first. Silt here heaves posts that stop above frost depth, and replacing them at the same depth repeats the cycle. A deeper footing, or a different foundation, is the repair; a new post at the old depth is a postponement.
