Why would drainage here be unpredictable?
Because the rock beneath dissolves. Limestone and dolomite develop voids and channels over time, so water that infiltrates does not necessarily continue downward or in the direction the surface slopes. Two adjacent properties can behave completely differently for reasons that are not visible from above.
Is 1960s housing stock a problem in itself?
Not inherently, but the detailing of that era assumed less than current practice does. Perimeter drainage, damp-proofing and vapor control were either minimal or absent, so the building relies on surface grading working correctly. When the grading settles, there is no second line of defense.
The lot is flat but water still arrives. Where from?
