On karst, routinely. Limestone carries water through seams and solution channels rather than filtering it evenly, so the entry point and the exit point can be a long way apart. Surface grading around your house tells you very little about where subsurface water is going to appear.
Why is the wettest month December rather than a summer storm month?
The pattern here is frontal winter rainfall rather than convective summer storms. It matters because December rain lands on ground with almost no evaporative demand, so it stays in the profile. The same six inches in July would partly leave on its own; in December it accumulates.
The subdivision is new. Should karst still be a consideration?
Yes, and sometimes more so. Grading and fill change how water reaches the rock but not what the rock does with it. New construction on cut ground can concentrate flow into a seam that previously took a diffuse trickle, which is why recently built houses here are not automatically lower risk.
