The subdivision is new. Why would drainage already be a problem?
Because the land changed faster than the drainage did. Converting fields to houses removes most of the absorptive surface and adds compaction, so runoff volumes rise sharply. The engineered system carries what the design assumed, and the parts of the catchment that were not in the design still drain toward something.
Does heavy equipment during construction affect a finished lot?
It does, and the effect lasts. Compaction from construction traffic reduces infiltration well below what the undisturbed soil managed, so water that would once have soaked in now runs across the surface. The topsoil replaced at the end does not undo the compaction underneath it.
Almost no housing here predates 1990. Is that an advantage?
