What is an alluvial fan and why build on one?
It is the spread of material deposited where a wash leaves the hills and loses energy, which makes it flat and buildable. The complication is that the fan exists because water regularly crosses it, and flow paths on a fan shift over time rather than staying in one defined channel.
Does new construction handle desert runoff better?
It is designed for it, which helps at the neighborhood scale through retention basins and graded channels. At the individual lot it depends on whether the house sits in a historical flow path. Newer engineering manages volume well and does not change where the water naturally wants to go.
