March is the wettest month here, not August. Does that change the job?

It does. March rain is a Pacific frontal storm, slower and colder than a monsoon burst. It soaks fan gravel and sits against a north-facing wall that will not dry for days. August cells are violent and short. A stain after a March week is often seepage; a stain after an August hour is more often a failed stucco joint.

The house backs onto the greenbelt. Is that the dry side of the wash?

Not necessarily. The wash was rebuilt as a park so floodwater has somewhere to go, and a lot that slopes into that park is using the floodway as a side yard. Stored stormwater then wets the slab from the park side with no street flooding at all.

There is no basement. Where would moisture even hide?

Under the slab and in the stucco. A 1991 desert house has no cellar to inspect. A supply line under the floor or a window-head leak in foam cladding can wet the assembly for weeks while the yard looks bone dry, which is why the first sign is often a musty room rather than a puddle.
