Which stays wet longer here, the hills or the flats?
The flats, and not because of rain. Fill over bay mud holds the estuary's table whether or not anything fell, so a West Oakland crawl can smell damp in September. The hills shed December and then dry out.
The annual rainfall here is modest. Why is it still a wet city?
Because the total describes only one of two mechanisms. A fill basement wets from the bay on a fair day, and a hillside cut seeps for days after a storm, and neither shows up in a gauge reading. The number is real and it is not the source.
There is no creek on the map. Why does water follow one line through the basement?
The creek is in a culvert. The hills still drain to the estuary along the old channels, now under the street, so a basement wets along that line after December rain. Digging for a surface channel will not find it.
