The rain totals are modest. Why does the west side stay wet in July?
Because the marine layer is not rain. Summer fog condenses on cold west-side walls and window tracks for weeks at a time, and balloon-frame Victorians have no sheathing to stop that film from reaching the studs. The Bolinas gauge records a dry month. The siding does not.
Is bay fill a different job from dune sand?
Yes. Fill over mud holds a water table the estuary sets, so a Mission District or waterfront basement can wet from below on a fair day. Dune sand on the west side takes December rain and moves it laterally under the floor. One job is groundwater. The other is a wick. Treating them as the same soil wastes the diagnosis.
A stain showed up two rooms from a known roof leak. How?
Balloon framing is a highway. There is no cavity to contain a leak, so water runs along the studs and plates and appears wherever a finish is weakest, often a room or two away. The stain is the exit, not the source, and scoping has to precede any cut.
