That is the splash line. On a plate poured at terrace grade, water thrown up off wet ground works the bottom course while everything above it stays dry. The height of the damage tells you the source is at ground level.
The marsh is a preserve. Why would February still find a house a block away?
The preserve is the low point of a larger basin. Lots graded toward it are still in that basin. February's 3.69 inches does not stop at the fence. A pad that sheds toward Madrona is in the same pool, and a dry path through the preserve is not a dry table on the next street.
