You are probably on different rock. The Front Range side is granite and alluvium; a few miles east is Pierre shale. A 1986 house on shale will cycle with moisture and a 1986 house on granite will not. The city line does not pick a soil.

On the west side, yours becomes the creek's. Steep lots shed July storms, and a downspout aimed at the slope is a gully starter that undermines backfill before anyone sees a channel. The creek is only the outlet; the lot is where the water picks up speed.
