Because this plat was dug, not simply drained. Borrow pits were excavated out of the C-14 muck to raise the fill these houses sit on, and those lakes are the water table. September's 8.13 inches of a 56.5 inch year fills them to the weep screed of a 1978 wall. When C-14 is locked, the pits and the canal trade water instead of losing it. The lake in the middle of the plat is the level that reaches the block.
The bottom course is wet and it has not rained. Why?
There is muck under the pad. When the pits were dug, organic soil was left beneath the houses, and it holds water against the bottom course on a perfectly clear day. The excavation took some of it away and trapped the rest.
These pits were dug for fill. Why would a hole from the 1960s still wet a 1978 screed?
The hole is the water table. September fills it to the weep, and muck the diggers left under the pad never came out. A dry lawn around a borrow lake is the usual lie of this plat. Looking at the roof of a 1978 house will miss a pit that never used the gutter.
