This is not flat Florida. Do the Red Hills actually drain?
They drain onto the next lot, and then onto the scarp. Grade here is real, unlike the peninsula's sand sheet, but the outlet is either a neighbor's crawl or a sink on the Woodville Karst. 'Hills' is not 'solved.' It is a funnel toward a karst plain.

Very likely. Woodville karst takes that water underground and moves it laterally, so it can surface under a house with no creek anywhere on the property. What goes into the ground nearby does not stay where it went in.
The house is below the Cody Scarp. Did leaving the hills make it drier?
It swapped runoff for karst. Below the scarp, June rain disappears into the Woodville Plain and can reappear under a slab with no creek. You have left the hill and entered the sink. That is a different wet floor, not a dry one.
