New construction does not lower the coral water table, and it does not stop irrigation. A 2006 slab on the Ewa Plain can wet from below or from a scheduled set while the rainfall total stays in the teens. Age of the house is not dryness of the reef.
Waipahu still has cane ditches. Does this plain have the same paths?
Not the same ones. Kapolei's stock is too new to sit on plantation ditches the way Waipahu does. The paths here are irrigation laterals, coral fill, and the Kalaeloa table. Treating the Ewa Plain as one mill-town hydrology misses that this city was built after the mill closed.

Under the slab. Post-tension construction has no crawl and no easy access. A supply-line failure wets the assembly from below while the yard looks dry, and leeward sun delays the smell that would have given it away in a wetter valley. The first sign is often a room, not a puddle.
