Piping in the loess. Water carries fine silt out from under the footing and leaves the cavity behind after the moisture has gone, so you find the hole and never the flood. The bluffs slump by the same mechanism.
The house is on the bluff. Is the Missouri still the issue?
Not as overbank flow. The bluff job is piping: May rain enters the loess and comes out at the footing as a void. The river job is on the yards and the oxbow. Treating every wet wall as a flood misses the houses that never saw surface water. A loess face above the yards can void at the footing with the Missouri quiet; that is piping, not a flood.
Lake Manawa is a lake, not the river. Why would it wet a house on the flats?
It is an oxbow the Missouri left, and it still sets the water table on those blocks. When May rain and a high river coincide, the oxbow has no unused room, and railroad-fill basements are the overflow. Railroad-fill basements on the bottoms take the oxbow's grade; a high May river just removes the unused room.
