Does a record flood year tell me anything about an ordinary wet spring?
It tells you which ground participates. A record event maps the low terrace and the paths water takes when the channel cannot hold it. Ordinary June rain uses those same paths at lower volume, so the parcels that took water then are usually the ones with recurring basement moisture now.
The basement is wet but the river is nowhere near the bank top. How?
Because the river sets the local water table, not just the surface level. A high channel raises groundwater across the terrace either side, and basements below that level take water through the floor joint without a drop coming over the bank. It is the same water arriving by a different route.
