Why is December the wet month instead of a summer storm season?
Because the moisture here comes off Pacific systems in winter rather than convective storms in summer. The practical consequence is that the wettest period is also the period with the least drying capacity, so soil against a foundation can stay loaded for months rather than drying between events.
Do the irrigation canals actually affect houses?
They can, seasonally. When the laterals are charged for the growing season, local groundwater near them rises, and properties that are dry in winter can take moisture in a crawlspace in midsummer. It is a pattern that looks backwards until you connect it to the canal schedule rather than rainfall.

Usually yes, because the moisture source underneath is ground evaporation, not rainfall. Bare soil in a crawlspace releases water regardless of how dry the climate is above it. The annual precipitation figure says very little about how much moisture is entering the space from below.
