Why does damp linger here longer than the rainfall suggests?
Cold-air pooling. The canyon floor traps a stable layer of cold air for days at a stretch in winter, and stagnant cold air moves almost no moisture. A crawlspace or basement that would dry out in a breezier location simply holds what it has until the pattern breaks.
Does the confluence matter to a property away from the banks?
Through groundwater it can. Two rivers meeting means two catchments setting the water table across the same flat ground, and they do not necessarily peak together. A property can see moisture from a system that dropped no rain locally at all.
The lot was cut into the slope. What should be checked first?
Where the backfill meets undisturbed ground. That seam drains differently from either side and tends to carry water straight toward the uphill wall. On canyon lots it matters more than the finished grade, because the path is below the surface and invisible from the yard.
