Stage, not overbank. A June crest raises groundwater in the alluvium, and a basement is a hole in that alluvium. Looking at the park from the street will not tell you the water table moved. The house does not have to take surface water to take that groundwater.
We are inland of the AM General works. Is the river still the issue?
Probably not. A few blocks off the terrace you are on lake-plain clay, and June rain sits because the old lake floor has no fall. That is a perched-water job, not a river job. Treating every wet basement in this city as the St. Joseph wastes the diagnosis.

They let humid air in and do not dry the alluvium. The ground is already putting moisture up, and June air is too wet to carry it out. Closing without also draining the terrace just holds what the river is adding. Drainage first, then air.
