Newton is a village city on drumlins above the Charles. Lawrence is a mill city on the Merrimack. Filled raceways and a dam-held river are not a till seep on a drumlin. A triple-decker on filled canals is not a Newton drumlin cellar, even though both are Middlesex mill-adjacent.
The dam is historic. Why would it still wet a cellar?
Because the canals it fed were filled, not removed. Voids and the water they carried remain under the blocks. A cellar on that terrace can take moisture from below with no storm and no plumbing failure, because the path is the mill hydrology the city was built on. Downtown Lawrence cellars take that mill water on a fair week; the dam still holds the hydrology even as a monument.
