A seiche. Wind pushes Saginaw Bay water up the river into these mill basements with no rain anywhere in the picture, so a cellar wets under a clear sky. It follows the wind on the bay, not the forecast overhead.
The river looks calm. Why is the cellar wet?
The bay moved. A seiche raises the mouth without a storm, and drains that outlet toward the river reverse. A calm surface at noon can be a high table an hour later. The cloud is not the diagnosis.
Why is 93 percent pre-1990 a problem here?
Because almost every cellar is mill-era masonry on river fill with no later drain. August rain is small; the bay is not. A 1941 wall was poured to the water that floated the lumber, and that water is still there.
