The basement was dry all winter. Why does it wet in May?
Deep frost opens the joints first. A 1964 pour on this clay works through the winter, and the melt here arrives compressed rather than gradual, so May's 3.61 inches reaches a wall that has just been pulled apart. On the house side of the parkway the lot is at mill-pond grade, so the table rises to meet that opening instead of waiting at the surface. A dry January is not evidence of a sound wall.
The parkway looks like a dry greenbelt. Is it still a floodplain?
It is. The park was laid along the Middle Rouge because that land flooded. A ranch basement on the house side of Hines is still on that grade. May rain raising the river a few feet wets soils the 1964 pour never excluded.

Many of these lots never got exterior tile, and the ones that did often outlet into a swale the parkway later cut off. Tile that cannot fall is a loop, not a drain. May then recirculates at the footing of a wall that was poured wet.
