Water that has already gone. January rain pipes fine loess out from under the footing and carries it away, so the cavity is what remains after the moisture leaves. You are looking at the result, not the event.
A void opened under the wall after January. Is that a plumbing leak?
Often not. Loess pipes: water finds a path, enlarges it, and the ground under the wall goes hollow. January's peak is when that usually starts. A plumbing leak can do the same, but the soil will do it alone. Dye the gutters before assuming a pipe.
The house is cut into a small bank. Which side wets?
The buried one. Loess on a cut stays wet and can slump against that wall after January. There is often no tile on the cut and no room to add one. Interior coatings will not stop silt that is being held against the outside of the wall.
