Because the water came from below. Loess soaks at the surface and then sits on a tighter layer, so a slab can take moisture from the ground without a drop crossing the curb. A dry street is not a dry soil column under the house.

On this silt, yes, unless it is conditioned. Outdoor air from April onward is already wet, and a short crawl on loess has almost no drying interval until autumn. Venting that air through the space adds moisture rather than removing it.
