The mountains, arriving as groundwater rather than as rain on the lot. Snowpack at elevation releases over weeks and lifts the valley water table, so a basement can take water in a month with almost no local rainfall recorded. A rain gauge will not explain the timing.
What does lake-bed sediment do that ordinary valley fill does not?
It holds water. Silts and clays deposited in still water are exceptionally fine and drain slowly, so moisture reaching a foundation through them lingers rather than dispersing. The mountains around the valley drain quickly; the floor they drain onto does not.
Do winter inversions affect anything indoors?
They remove the drying capacity a normal winter would supply. Cold air settles in the valley and stays, air movement drops to almost nothing, and humidity stays up. Anything damp in a crawlspace or basement stays damp for far longer than the temperature alone would suggest.
