It stops the cavity draining. Weeps silt up with the same clay the pads were cut from, so water behind the veneer has no exit and stays against the sheathing. A small opening doing an important job.
There is no crawlspace to look in. How would I even know if it is wet under there?
By the edges, because the slab hides the rest. Piedmont clay holds September rain for days underneath, and with no crawl to inspect the only evidence is at the slab perimeter and the base of the walls. On this ground the absence of a visible problem is not the absence of water.
The yard was professionally graded. Why is the slab still wet after September?
Because the clay perches water under the slab, not just on the lawn. Surface grade can look perfect and the field-drain swale under the pad can still hold September's 5.98 inches. Grading is the yard. The perched table is the pad. They are not the same repair.
