The sand drains. Why does a September storm still wet the crawlspace?
The sand drains into the Tar, and in September the Tar is busy. Tropical remnants raise the channel until the outfalls cannot discharge. Water then backs into the lowest openings, which on the bottoms are crawlspace vents and old floor drains. The soil type is not the whole story; the river stage is.
Is a mill house on the bottoms the same job as a ranch on the hill?
No. The mill stock has crawlspaces in the floodplain fill. The ranches are slabs on higher sand. One fails when the river locks the drains; the other fails from a roof or a slab leak that the sand then spreads. One diagnosis does not cover both.

July rain often leaves because the Tar is lower. September is when remnants arrive on a channel that is already carrying a wet late summer. The peak month is the one that stacks river stage and rainfall, not the one with the most impressive hourly burst.
