Because the channel is still there. Raceways and tailraces were cut below street grade and were never filled to a modern dry standard, so they remain a permanent water table against the cellars that were built next to them. A dry mill does not mean a dry race.
Water showed up two floors down from the roof stain. How?
In a triple-decker the party wall and the stair chase are continuous. Water runs along those paths and exits wherever the finish is weakest, often a floor or two below and an address to the side. The stain marks the exit, not the entry.
October is not winter. Why does that month decide what the cellar does until April?
Because the ground is still open in October and locked by November. Rain that soaks in during the peak has no chance to drain once frost takes the soil, so a wet October is a wet cellar through the whole freeze. The winter total matters less than whether the soil went into winter already loaded.
