Because the ground is barely above the tide. On a barrier island, high water can exceed the level of low-lying streets and come up through storm drains with no rain involved at all. It is a tidal event rather than a weather one, and it recurs on a predictable cycle.
Is the ocean side or the bay side more exposed?
Neither consistently — it depends on the wind. The ocean side takes surge during onshore storms, while the bay side floods when wind pushes water up the back bays or when it simply cannot drain. Properties get caught by whichever direction a given system happens to bring.
Does salt air really affect a building, or is that overstated?
