No. Jersey City is Hudson fill and the Palisades slope. Bayonne is a flat peninsula with tidal water on both sides and Constable Hook's tanks in the middle. There is no ridge to shed from. July rain and tide meet in fill, not on a hillside.
The bay did not overtop the bulkhead. Why is the cellar wet at high tide?
The bulkhead holds the street, not the table. Fill behind it stays in contact with Newark Bay and the Kill, and a high tide raises that table into the cellar without a drop coming over the wall. Overtopping is the obvious event; the quieter one is the tide in the soil.
Does a July thunderstorm change anything a high tide did not already do?
It adds volume when the table is already high. A dry-weather high tide wets the lowest cellars from below. A July cell on top of that tide has no unused capacity in the fill or the combined sewer, so the same cellar then takes rain from above and tide from below.
