Why does so little of the rain here soak into the ground?

Shared assemblies mean water entering at one point reaches others, and a basement typically houses the mechanical plant serving the whole building. Resolving responsibility matters, but it should run in parallel with drying rather than before it.
Is a sewage backup handled differently from a clean-water leak?
Entirely differently. Backup water is treated as contaminated regardless of how it looks, so porous material below the line is removed rather than dried, and the area is cleaned and disinfected before any drying begins. A clean supply-line failure caught early can often be dried in place.
