The Pecos is well below the house. How does the river reach a slab up here?
Through the flats and the laterals, not over the bank. River-flat lots sit on alluvium that holds September recharge long after the channel drops, and the irrigation laterals keep that ground charged on a schedule of their own. A slab a good distance from the water can sit on a table the river and the ditches are still holding up. Elevation above the channel is not separation from its water.
Fourteen inches a year. Why would September still open a slab?
Gypsum does not need a wet climate. It needs one soaking. September's 2.64 inches can dissolve a pocket under a 1973 slab, and the rest of the year being dry is what opens the roof joints the same burst then uses.
Irrigation in a desert valley — is that a larger input than the rain?
On the flats, often. A scheduled set puts more water against a slab in one evening than September's whole normal. Whether it is a problem depends on gypsum under the lot and grade to the lateral, not on the rainfall total that makes irrigation look harmless.
