The playa filled first. A basin nearby collects the burst and then wets adjacent crawls on a delay, so the timing never lines up with what the radar showed. The water arrives sideways and late.
The rain stopped and the crawl is wetter the next day. How?
The playa. Water that sheeted off the caliche collects in a closed basin and then soaks laterally, so a crawl next to a playa can take moisture on a delay after the burst has moved on. The storm is over; the basin is not.
Nineteen inches. Is a slab on caliche even in the moisture business?
The burst is. Caliche will not take August in, so the water runs to the edge, and clay under some lots then swells. Dry months also hide a supply-line failure. The annual total is modest; the caprock turns a modest burst into a sheet.
