Cayuga dropped. Why is a West Hill basement wall still wet?
That wall is holding glacial lake clay on the hillside, not the lake. Water that entered the shale and clay above the house is still moving downslope days later. Cayuga sets the flood question on Titus Flats; the cut slope sets the seepage question, and they are not the same job.
Is a Fall Creek house a different problem from one on Titus Flats?
Yes. Fall Creek and West Hill are cut slopes: water from above. Titus Flats is glacial lake clay with a table that moves with Cayuga: water from below. One needs drainage at the cut. The other needs to stop treating a high table as a plumbing leak.
June is not that wet compared with the coast. Why does it matter here?
Gradient and clay. Three to four inches on a gorge street is a torrent. The same inches on the flats perch on lake clay. The number is modest; the ground is not. A coastal playbook about sand and tide does not describe either failure.
