Is a Fall Kill house the same problem as one on the waterfront?
No. The Kill is a ravine: water from above against the buried face. The waterfront is a tidal table and locked outfalls: water from the river side. One remnant, two water bodies. The 1952 median averages them.
The river gauge has dropped and the cellar is still wet. Why the lag?
The Fall Kill has not finished emptying. Terrace fill holds water until the ravine drains, which happens well after the Hudson gauge falls, so the cellar stays wet on a schedule of its own. The main-river reading is the wrong indicator here.
