The fault does. Mineral water rises along that break, and the artesian layer is not confined to the park. A basement two streets over can sit in that pressure with no spring on the lot. July rain is extra. The standing source is the rock.

Sand drains until pressure below will not let it. Artesian water here holds the table up, so July has nowhere to go but sideways into a basement. A perc test in a dry June will not show that. Watch the sump in a wet July; that is the real test.

For rain, maybe. For a flowing sand layer, often not. The pump was sized for a roof, not for artesian inflow. If it runs on a dry day, the job is the water table, not the gutter. Adding a second pump without finding the layer just delays the next call.
