Because the gauge counts rain and the winter counts snow. Lake-effect stores water for months and then dumps it onto frozen ground in a short melt. July is a rain month on ground that can at least try to take it; March is a storage-release month on ground that cannot.
The house is on a drumlin, not in the creek flats. Still a melt problem?
A different one. A drumlin is a steep oval of till, and a house cut into it retains melt against the uphill wall. You are out of the Onondaga flats and into a hillside pressure problem, which is why a 'high lot' here is not a dry lot in March.

The heat and then the lines. An unoccupied house in lake-effect weather is a freeze-break waiting to run until someone returns, and the melt in March will then find whatever that break opened. Shutoff and drain-down before a long vacancy prevents most of it.
