There is no creek in the yard. Where is the June water coming from?
Through the limestone. Seams take a convective burst and move it sideways, so a basement can wet with the street dry. Till lots are the opposite: they perch. The historic core is a third path: Scioto stage. June tests all three. The 1996 year does not pick which.
This is a newer house. Should the drainage not be better?
Newer does not mean regraded. These 1996 lots were laid out on former farm ground that still falls toward the house on till, so the age of the construction says nothing about where water goes. The farm grade outlived the field.
A 1996 house should have tile. Why would seams still wet it?
Tile assumes a surface outlet. Karst water arrives below the tile at the footing. The year is new; the rock is Silurian. Pumping and a real outfall matter more here than the build date.
