Very slowly sideways, if at all. Lake-plain clay perches the cell near the surface and there is barely any fall to move it, so it stands until it soaks in or evaporates. Flat ground and tight soil together leave no route out.

A seiche. The lake tilts and pushes water into the harbor from the basin side, so these basements wet with nothing falling anywhere nearby. The rain gauge has no bearing on it.
