The street floods before any house does. Is that a separate problem?
It is the same problem one stage earlier. This catchment drained cropland, and build-out swapped fields that absorbed rain for roofs and pavement that deliver it. The system fills, water backs up to the low points, and the ground beside a foundation is where it waits.
Is there any part of the year when the ground here is actually dry?
Roughly July through September, and that is the whole window for exterior work. Outside it the soil sits at or near capacity. The awkward part is that a problem is easiest to observe in the season when it is hardest to correct, and easiest to correct once it has gone quiet.
This one is on a slab rather than a crawlspace. Is that an advantage here?
It is a different exposure, not a smaller one. There is no under-floor space to inspect or ventilate, so moisture moving up through the slab shows in flooring and finishes instead of in framing. It surfaces later and gets read as a flooring failure when it is a ground-moisture one.
